Q. How do I contact the HOA?

A. There are several ways.  You can e-mail us at Hotline@CopperfieldKY.com, call the hotline (254-2113) or come to a Homeowners Association meeting.  HOA meetings are held once per month and announced on the web site or in the monthly newsletter.  There is an open forum at every meeting from 7:00 to 7:30 that allows residents input on neighborhood issues/concerns.  Hotline calls will be returned as soon as possible but please remember that the HOA is staffed by volunteers that may have other commitments to resolve before they can respond. 

 

Q. What are some of the major neighborhood contracts?

A. Landscaping (Suburban Landscape), Pool Management (Kyana Pool Management Company) and Snow Plowing are several of the large financial contracts we have.  For details please see the financial information posted on the web site or contact the HOA. 

 

Q. Where can I find financial information?

A. You can find financial information on the web site and in the newsletter.  You can also contact the treasurer if you have other financial questions.

 

Assessments

Q. How much is the Copperfield assessment and when is it due?

A. Effective January 1, 2009 the CHA will stop billing twice a year. Instead the residents will receive one bill for the entire amount on or around January 5.  The due date will be April 5. The dues are currently $630 per year but subject to change. Notice of the change to yearly billing was communicated in the February 2008 newsletter which was delivered to your home and posted on line.  Please contact the HOA for updates.

 

Q. Is there a late fee if my assessment is not paid by the due date?

A. Yes.  Effective July 1, 2008 the late fee/service charge will be $100.00.  This is subject to change.

Q. Is the assessment fee mandatory?

A. Yes.  The assessment is mandatory and you are obligated to pay this as part of your properties deed restrictions.

 

Q. If my house is on the market, should I pay the assessment?

A. Yes, because the closing attorney will prorate the assessment fee.  If the assessment fee is not paid by the due date, late fees are applied. All accrued late fees are liabilities of the seller and are not prorated at closing.

 

Q. When is the assessment fee statement mailed out?

A. The assessment fee statements are mailed out in January.

 

Q. Who should the payment be made out to and where do I send it?

Q. What does the assessment fee cover?

A. This fee covers operating expenses, which includes maintenance of grounds including landscaping and irrigation, landscape lighting, street lights, pools, tennis courts, basketball court and facilities. The fee also includes the funding of fun neighborhood events

 

Q. Do I pay, if I do not use the pools or other facilities?

A. Yes, since it is a mandatory fee that you are legally obligated to pay.

 

Q. Can I make the payment with my credit card?

A. No, payments can only be made by check or cash.

 

Q. If we move, but still own the property, whom should we notify?

A. You can send written notification to Copperfield Home Owners Association, PO Box 43147, Louisville, KY 40353.

 

Q. What happens if I cannot pay the assessment on time?

A. In the event you cannot pay the assessment on time, please
contact the HOA treasurer to discuss this matter.

 

Q. What happens if I do not pay the assessment?

A. A lien will be placed on your property.  The lien filing fee will be $150 (subject to rise) for each filing plus you will be assessed late fees.  Additionally, you will not receive a pool card and you access to community property and events will be suspended.

Q. Where can I get my deed restrictions?

A. Your deed restrictions should have been supplied to you when you purchased your home in Copperfield?  You can also contact the HOA to get a copy of your deed restrictions.  Below is a basic summary of your deed restrictions.

Neighborhood

Q. Are Midland Meadows, Overlook and Copper Pointe part of Copperfield?

A. No.  These homes are not part of Copperfield.  They do not pay any homeowners dues to Copperfield and are not bound by the same deed restrictions that Copperfield resident are legally required to follow.  When these neighborhoods/homes were built, the developers were offered inclusion in the Copperfield Homeowners Association but they declined.

Animals

Q. Are dogs/cats required to be on a leash in Copperfield?

A. There is a Metro Leash Ordinance which states your pets must be on a leash.

 

Q. What can I do about a barking dog?

A. It is best for you to talk with your neighbor about the barking dog, or you can contact Animal Control Services at 502-363-6609.

 

Q. There is a dead animal on the street, whom do I contact?

Architectural Review & Approval

Q. Are there architectural guidelines?

A. Yes, please refer to the deed restrictions and contact the Copperfield HOA.

 

Q. How do I get approval for an Architectural change?

A. Please submit your changes to the Copperfield Homeowners Association for review.  You can do this by e-mailing the changes to Hotline@CopperfieldKY.com and/or attending a monthly board meeting and explaining your proposed changes during the open forum.  The open forum is typically from 7:00 to 7:30 but more time may be allotted upon request.

 

Q. Do I need a plat of my property to show changes?

A. It is not required but is a good idea.

 

Q. What work, changes or additions on my property constitutes the need  or approval by the Copperfield Homeowners Association?

A. Any changes listed but not limited to the following constitutes the need for approval by the Copperfield Homeowners Association: Arbors, Basketball Goals, Decks, Driveways, Fences, Flag Poles, Fountains,
Garages, Gazebos, Landscaping, Mailboxes, Patios, Playground Equipment, Ponds, Pools, Room Additions, Satellite Dishes, Sidewalks, Siding, Statues, Tree Additions or Removal, Urns, Yard Ornaments.

 

Q. If I have noticed what may be a violation, whom should I contact?

Recreational Facilities

Q. Who can use the facilities (pool, tennis courts, basketball courts and clubhouse) and is there a charge?

A. All residents in good standing can use the facilities.  There is a charge for rental of the clubhouse and a charge for pool guests.

 

Q. Why don’t we allow memberships to non-Copperfield residents or allow children of non-Copperfield residents to swim on the team?

A. This issue has been thoroughly researched from many points of views (including legal, financial and liability) over many years.  First, Our by-laws state that our facilities are, “For the mutual benefit of present and future owners of the lots in Copperfield Subdivision.”   In upholding this, all HOA Board Members have upheld this since the neighborhoods inception and have not allowed an open membership policy.  Our facilities were built maintained and financed with the money from your HOA dues. Other considerations in this policy include liability issues, increased insurance premiums and restrictions from our insurance company.  The PVA also has reclassified the clubhouse/pool/tennis court/playground facility as a “park” since we have no outside memberships.  This saves you over $10,000 a year in additional expenses.

Q. What are the pool hours?

A. The pool hours are posted on the web site CoperfieldKY.com.

 

Q. Do I need to make a reservation for use of the tennis courts?

A. No.  They are usually occupied on a first come, first served basis.  There are few occasions when we may reserve them for a neighborhood sponsored event.

 

Q. What identification is needed to enter the pool?

A. A validated pool card is required by every person over 11 years old.  Children under the age of 11 must be accompanied by a member adult to enter the pool.

 

Q. What do I need to do to bring a guest to the pool?

A. You must show your pool card at the gate and pay the guest fee.  Please see the current rules for the guest policy.

 

Q. Is there a swim team and whom do I contact to sign up?

A. Yes, Copperfield has a swim team for our Copperfield residents. Information regarding the team can be obtained from the web site or contacting the current swim team board.  Sign ups are typically in late April.

 

Q. Can the clubhouse be rented for private parties?

A. Yes, the clubhouse can be rented for private parties by contacting the telephone hot line or e-mail us at Hotline@CopperfieldKY.com.  The current rental price is $50 (This is subject to change).

Q. How does the HOA report safety alerts and other information to its members?

A. Residents can receive safety alerts and other valuable information by subscribing to the Copperfield bulk e-mail system.  The web site and newsletter are also used for this purpose.

Q. Whom do I contact when I notice a damaged street sign?

A. E-mail us at  Hotline@CopperfieldKY.com or call the telephone hotline.

 

Q. Can I attach a notice of a lost pet on the street signpost?

A. No. It is against the Covenants, Conditions & Restrictions to post any signage. You can send your missing pet information to the Copperfield hotline e-mail for free inclusion in the neighborhood newsletter and posting on the web site.

 

Q. Can I place a directional sign for “sale of home” at the corner of the street?

A. The sign may be placed on Sundays between 9 a.m. and 5 p.m.

 

Q. What signs are allowed on the resident’s property?

A. One for sale sign or rental sign is allowed.  No other signs allowed at any time.

 

Q. Are contractors allowed to place a sign on property?

A. No, contractors are not allowed to place their business signs on property while doing work at the residence.

Q. Whom do I contact when I notice potholes in the street?

A. Residents should contact Louisville Metro at 311.  After you call the Metro Government at 311 please get a tracking number and send it to the Hotline@CopperfieldKY.com.

 

Q. Who is responsible for snow removal?

A. Although the streets in Copperfield are the property of Louisville Metro,  the cities snow removal plan does not include two-thirds of their streets.  At the February 3, 2009 HOA meeting our residents requested that the HOA  implement and finance a plan to provide snow removal services to the neighborhood.  From this date forward our streets will be plowed by a private contractor.

Trash, Recycling and Yard Waste

Q. Who pays for garbage collection?

A. You pay for your own garbage collection by contracting with the company of your choice.

 

Q. When should I bring in my trash carts and bins?

A. Trash carts and bins should be brought in the same day of service. The association recommends that residents appoint someone to bring in the cart and/or bin when circumstances arise when the resident is not able to do this him or her self.

 

Q. Where should trash carts and bins be stored?

A. Trash carts and bins need to be stored out of your neighbors’ view.

Trees

Q. Who is responsible for trimming the trees in front of my house?  What are the guidelines?

A. You are responsible for the trees on your property including those at the street and/or between the street and sidewalk.  Louisville Metro Ordinance requires that limbs overhanging the sidewalk and street be trimmed in order to maintain a 7 foot clearance from the ground.  After December 2007 HOA meeting the neighborhood association will contract to have limbs below this level trimmed at the homeowners expense.

Q. Is approval needed to plant trees on my property?

A. Approval is needed for any improvements on the property including planting of trees. This should avoid any problems that may result in violation with the deed restrictions.

Q. Does the Copperfield Community Association have responsibility for maintaining the storm sewer drain inlets?

A. No, we do not have responsibility for storm sewer drain maintenance. Report problems to the Metro Sewer District through Metro Government. If you call Metro Government at 311 directly, please get a tracking number and provide it to the Copperfield Hotline phone or e-mail

 

Q. Whom do I contact for telephone service in the area?

A. There are several options you can investigate.  Two local providers include BellSouth and Insight.

 

Q. Whom do I contact for cable service in the area?

A. Insight Communications is the local cable provider and they can be reached at 502-357-4400.  There are also satellite TV providers such as DirecTV in the area.

 

Q. Whom do I contact for electric and gas service?

A. The Louisville Gas & Electric Company is the local utility company and they can be reached at 502-589-1444.

 

Q. Whom do I contact for water service?

A. The Louisville Water Company provides all of the water service for this area and they can be reached at 502-583-6610.
